Description

NASA/JSC is hereby soliciting information about potential sources for Constellation Technical Suppport.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

PLEASE NOTE: This is a request for information only and does not constitute a commitment, implied or otherwise, that NASA will take procurement actions in this matter. In addition, neither NASA nor the Government will be responsible for any cost incurred in furnishing this information.

All information received in response to this RFI that is marked “Proprietary” will be handled and protected accordingly. NASA will likely provide Proprietary information to its support service contractors who are under an obligation to keep third-party Proprietary information in confidence. By submitting a response to this RFI, the responder is deemed to have consented to release of Proprietary information to such NASA support service contractors. Responses to the RFI will not be returned.

The Constellation Program Office (CxPO), located at Johnson Space Center in Houston, Texas, was established by NASA Headquarters Exploration Systems Mission Directorate (ESMD) to manage, develop, and integrate the flight and ground infrastructure and systems required to enable continued human access to space, after the Space Shuttle retirement, and for future crewed missions to the Moon, Mars, and beyond. The Program Office established Project Offices to oversee various research and development activities.

JSC is inquiring into the resources and capabilities to conduct engineering integration and engineering tasks in support of the Constellation Program. The following areas are of interest: Systems Engineering and Integration, Test and Verification, and Advanced Projects Offices. These tasks will require working across the Constellation Program Office, Project Offices, other NASA Centers, and other contractor organizations.

Pursuant to the Small Business Competitiveness Demonstration Program, NASA is seeking capabilities from Small Disadvantaged businesses, HubZone small business, and Service Disabled Veteran-Owned small businesses for the purposes of determining the appropriate level of competition. In addition, we are seeking capabilities from Small businesses, Women-Owned small businesses, and Veteran-Owned small business to establish subcontracting goals for this effort.

Contractors are requested to provide capabilities and qualification statements and examples that address the contractor’s ability to satisfy the specialized capabilities represented below and abilities to integrate these efforts across large programs and multi-levels. It is not necessary to respond to all areas listed, only to those specific areas applicable to your core business expertise. Your response is not to exceed 2 pages per area of interest and not to exceed a total of 6 pages including relevant past performance of applied in large programs. In addition to the 6 page capability statement, responses should also include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past three years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact – address and phone number).
