Description

NASA/JSC has a requirement for the procurement of services in Baikonur, located in south central Kazakhstan. The Federal State Unitary Enterprise Center for Ground-based Space Infrastructure Operations (FSUE TsENKI) hereinafter TsENKI, will provide document clearances, transportation, lodging, medical support and facility access for NASA designated support personnel for U. S. or U. S. designated crewmembers launched on a Soyuz.

NASA/JSC intends to contract with TsENKI for these services on a sole source basis for a period of 5 years and 6 months, through June 30, 2016. TsENKI the Center for the Operation of Facilities of Ground-based Space Infrastructure (TsENKI) was created within the Russian Space Agency in 1994 by the governmental order 996 of the Russian Federation dated August 24th, 1994 and titled “Regarding measures for maintaining performance of the Agreement between the Russian Federation and Republic Kazakhstan ‘About main principles and conditions of use of Cosmodrome “Baikonur” dated March 28th, 1994.’ According to the given regulation, the Ministry of Defense of the Russian Federation began the transfer to the Russian Space Agency of assets of the cosmodrome “Baikonur” with the goal of carrying out the Federal Space Program of Russia. TsENKI has been granted broad and almost all-inclusive power to administer the facilities at the Baikonur Cosmodrome that Roscosmos acquired from the Ministry of Defense of the Russian Federation. The most recent reorganization (mandated by government edicts in December 2008 and January 2009) included a sweeping consolidation of entities that design, maintain, and operate launch facilities, propellant production plants, an airport (and associated navigation aids) and even a railway line that provides transportation from the town of Baikonur to the Cosmodrome facilities.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 28, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
