Description

NASA has a requirement to extend the Safety and Mission Assurance Support Services (SMASS) contract NNJ06JE86C at the Johnson Space Center (JSC) for a period of five months, with one 1-month option. The SMASS contract began May 1, 2006 and is currently scheduled for completion on April 30, 2013. NASA intends to extend the period of performance through September 30, 2013. Exercise of the 1-month option would extend performance through October 31, 2013. This extension to the SMASS contract is required to provide continued essential safety and mission assurance support services to NASA-JSC while the follow-on procurement is competed and awarded.

The current SMASS contract provides the NASA-JSC Safety and Mission Assurance Directorate with support in the fields of safety, reliability, maintainability, quality engineering, and quality assurance and also provides essential skills and expertise in the subsystem disciplines of structures, mechanisms, environmental control and life support systems, guidance navigation and controls, and propulsion and thermal control systems. NASA-JSC intends to purchase these services from Science Applications International Corporation (SAIC), the current contractor. The procurement will be supported by a Justification for Other Than Full and Open Competition pursuant to 10 U.S.C. 2304 (c)(1) and FAR 6.302-1(a)(2)(iii). SAIC has unique knowledge of all Programs that the S&MA Directorate supports and is able to provide continued services without unacceptable duplication of cost or delay in fulfilling the agency’s requirements. The current SMASS contract provides support to the International Space Station, Multi-Purpose Crew Vehicle (MPCV), Extravehicular Project Office, and the Advanced Exploration Systems Office (AES). In addition, the SMASS contract provides support to the Receiving Inspection and Testing Facility (RITF) in the areas of mechanical, chemical, and electrical testing. The RITF specializes in fastener testing, wire/cable certification, and electronic component evaluation for JSC programs and projects. The SMASS contract also provides pressure systems technical expertise and manages the pressure systems certification program for both the NASA-JSC and NASA White Sands Test Facility in New Mexico and provides assurance engineering support to the development of all of JSC’s government furnished equipment.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 4:30 p.m. local time on November 1, 2012. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
