NASA/JSC has a requirement for the continuation of the existing Independent Program Assessment Contract (IPAC). The IPAC contract performs independent systems evaluation and integration assessments for NASA. Independent assessment requirements include cost, schedule, and technical risk assessments which include aspects of safety and mission assurance. These assessments include non-advocate reviews for NASA program and projects, assessments in support of critical development milestones; readiness review assessments, program reviews assessments, assessment in support of operational programs and projects, and institutional and tool development and use assessments. The purpose of this extension to the period of performance is to provide NASA/JSC with the necessary support while a review of the assessment needs of the Constellation Program is performed. This action is necessary to ensure the follow-on contract for independent assessments can support NASA?s new program. The extension to the existing contract will be for a six month period with no increase in contract value. NASA/JSC intends to contract with Booz Allen Hamilton on a sole source basis for the extension. Booz Allen Hamilton is the current contractor on the IPAC contract.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may respond in writing to the identified point of contact not later than 4:30 p.m. local time on Monday October 16, 2006.

A determination by the Government not to compete this proposed effort on a full and open competition basis is solely within the discretion of the government.
