Description

NASA/JSC has a requirement for Internet Database Service (IDS)subscriptions; site license access; and unlimited concurrent users for one(1) each of the following items: AERO2ZCBC-CSA Biotechnology & Bioengineering Abstracts Database; BTE02ZCBC-CSA Computer Information & Technology Collection; CIT02ZCBC-CSA Materials Science Collection; MEM02ZCBC-NTIS Database; NTI02ZCBC-CSA Aerospace & High Technology Database; MGA02ZCBC- Meterological and Geoastrophysical Abstracts Database; WEB02ZCBC-Web Resources Database and Recent References; and LAD02ZCBC-Document Acquisition and Library Administration Module. Subscription period from 05/03/03-05/03/04. NASA/JSC intends to purchase the items from Cambridge Scientific Abstracts (CSA), Internet Database Service out of Bethesda, MD. This award to CSA, an emerging small business, is based on the premise that only one single-user friendly search interface is required to access all the databases provided by this vendor. NASA/JSC intends to purchase these database subscriptions on a sole source basis, under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 04/08/03. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All communications should be via e-mail. All responsible sources may submit an offer which shall be considered by the agency.
