Description

This is a modification to the synopsis entitled JSC Information Management and Media Services (JIMMS) contract, 03JCS002 which was posted on July 30, 2003. The purpose of this modification is to address industry questions on the JIMMS contract.

Question 1: Who is the incumbent contractor for the JIMMS effort?

Answer 1: The JIMMS contract scope will consist of efforts currently being performed under the IMPASS contract (excluding mail and print shop operations and server administration), the ADSC contract and the ITSSC customer support function. The contract numbers and incumbent companies are as follows: NAS 9-97001, Information, Imagery, Media and Public Affairs Support Services (IMPASS) with InDyne, Inc. NAS 9-01122, Application Development Support Contract (ADSC) with Science Applications International Corporation (SAIC) NAS 9-97135, Information Technology Support Services Contract (ITSSC) with Muniz Engineering Inc. Question 2: Will alternate proposals be accepted for this procurement?

Answer 2: Alternate proposals will not be accepted for this procurement.

Question 3: My firm is currently a small business under the NAICS code JSC selected for this procurement, however, after my fiscal year ends I will no longer be able to be classified as a small business. Can I submit a proposal before I become ineligible to be considered small business and still be considered responsive as a small business?

Answer 3: Please refer to 13 CFR 121 (Code of Federal Regulations) for further information on your proposal submission eligibility.

Question 4: Due to the size and diversity of this solicitation we would like to invite other businesses to collaborate with us – will you favorably consider a team or partnership of bidders?

Answer 4: Yes, you are free to collaborate with other businesses. Offerors should determine what is the best method for them to organize to adequately respond to the solicitation. Whether an offeror decides to collaborate or not will not be looked upon either favorably or unfavorably by the Government.

Question 5: If yes (to question 4), must they also qualify as a small business if we remain prime contractor?

Answer 5: The requirement for this procurement is for the Prime Contractor to be a small business. The subs can be a combination of small, large or whatever a firm desires to best support this effort. Please note that the requirement for a small business set-aside is that the small business Prime Contractor performs 51% of the effort.

Question 6: Our firm is also interested in the JETS Procurement that will be taking place at the same time as JIMMS. The JETS announcement stated that their industry briefing would also take place on October 14th – will these be coordinated so that people may attend both?

Answer 6: The JIMMS and JETS Industry Briefings will be held on the same day. One will be in the morning and the other in the afternoon so interested parties can attend both briefings. More details on the briefing schedules will posted at a later date.

Question 7: I would like to obtain more information in regard to JIMMS contract or sign up to be on your mailing list for updates if such mailing list exists.

Answer 7: All documents pertaining to this acquisition will be posted on the NASA NAIS Website. No mailing lists for updates are kept by the Contracting Officer. It is the contractor’s responsibility to monitor the website for further developments on this procurement.

Question 8: How many individuals do they have performing the task now?

Answer 8: We can not provide that information at this time.

Question 9: Are the activities currently being performed on site?

Answer 9: There is on-site and off-site work required in performance of this contract.

Question 10: Would you consider putting this as a set aside for small-disadvantaged businesses?

Answer 10: This procurement has been designated as a 100% Small Business Set Aside. There will be no other set asides associated with this procurement.

Question 11: Being a European based translation & publishing agency, can we offer our graphic services to you over the internet in this solicitation?

Answer 11: This procurement has been set-aside for all small businesses within the United States.

Question 12: Do you need any other form of communication from us before our submission of a proposal after the release of the RFP (i.e. Statement of Qualifications)?

Answer 12: No other form of communication is needed unless the offeror or JSC has any questions.

Description

NASA/JSC plans to issue a Request for Proposal (RFP) for the JSC Information Management and Media Services (JIMMS) contract at the Johnson Space Center. This contract will support various organizations at the center by providing a number of products and services. Services include multimedia operations and maintenance, graphics, external relations, information management, education programs, exhibits and application services.

Activities range from initial concept development to implementation. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 512191 and $25M, respectively. All responsible sources may submit an offer which shall be considered by the agency. A draft RFP will be released on or about September 29, 2003. An Industry Briefing will be held on October 14, 2003. Tours of the facilities that will be utilized by the contractor in performance of this contract are scheduled for the next day. The anticipated release date of the RFP is on or about November 24, 2003.

All interested parties should inform the Contracting Officer via e-mail of their intent to attend the Industry Briefing and the number of attendees as space may be limited. More details on the Industry Briefing will be provided at a later date. An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
