Description

 

NASA/JSC has a requirement for the necessary infrastructure and services for conducting long-duration, head-down tilt bed rest studies for one and a half years in support of NASA/JSC’s ongoing Human Research Program (HRP) research studies. Support will include providing metabolic kitchen staff, a research dietician, 24 hour a day patient care, video monitoring of test subjects, and floor space to accomodate NASA research equipment.

 

NASA/JSC intends to purchase these services from the University of Texas Medical Branch (UTMB) Galveston, Texas. UTMB has been performing this work for NASA for the past nine years and has the exact skill mix, technical knowledge, and proven expertise to perform this follow-on work. Additionally, UTMB is in the vicinity of NASA/JSC, which is required due to the fact that subjects are often transported while laying head-down to laboratories onsite at JSC.

 

The Government intends to acquire a commercial item using FAR Part 12.

 

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 20, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
