This notice is provided as information only for JPL RFP JM-2663-654098.

The California Institute of Technology’s Jet Propulsion Laboratory (JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), intends to re-compete its Science Data Systems Implementation and Operations (SDSIO) as a Cost-Plus-Fixed-Fee (CPFF) level-of-effort subcontract.

BACKGROUND: The current SDSIO Statement of Work was competed in 1998 and contains broad categories of efforts, including (a) Information systems engineering and top-level architecture design; (b) Engineering and science product generation software development; (c) Operations system development; (d) Data system operations; (e) Routine science mission planning; (f) End-user support operation; and (g) Data Center Operations. These areas of effort are expected to continue on the new contract. Subcontract work under the SDSIO contract will be issued via Subcontract Work Orders (SWOs) from JPL to the SDSIO supplier. The subcontract is managed at the task order level, where JPL writes SWOs based on task managers input. Subcontractor surveillance is accomplished on a monthly basis by monthly financial reporting and Monthly Management Reviews (MMRs).

PERIOD OF PERFORMANCE: The estimated period of performance is a five (5) year base period with two (2) award-term priced option periods: three-year and two-year with annual anticipated level-of-effort of seventy-five (75) Full-Time Equivalents (FTEs).

TENTATIVE PROCUREMENT SCHEDULE: An RFP is expected to be released by November 16, 2007; contract award is expected by July 31, 2008, and a contract start date by October 1, 2008.

10/10/07 – Draft RFP; 11/16/07 – RFP Issued; 11/20/07 – Pre-Proposal Conference; 12/21/07 – Proposals Received; 03/07/08 – Proposal Evaluation Completed; 04/25/08 – Oral Discussions Completed; 05/09/08 – Final Proposal Revision Completed; 05/23/08 – Contractor Selected; 07/31/08 – Contract Award Date; 07/08-09/08 – Transition Activities between incumbent and new subcontractor.
