Description

This is a Sources Sought Notice     NASA/JSC plans to issue a Request for Proposal (RFP) for the extension of the International Space Station (ISS) Payload Integration Contract (IPIC). Due to the current uncertainties surrounding the ISS Utilization Program resulting from the Exploration Vision and Return To Flight activities, extension of the contract will allow the IPIC team an additional 18 months to better determine ISS Utilization requirements. The extension will cover a contract period of performance of 10/1/05 through 3/31/07.

The RFP will include: 1. Payload Integration–managing the process and negotiation payload agreements with the ISS EXPRESS Rack and Pallet; 2. Payload Engineering–including developing and maintaining interface and verification requirements, and performing safety assessments; 3. Payload Software Integration and software interface control documents, and managing the avionics flight configuration tables; 4. Payload Support Systems–including sustaining engineering for all payload racks and conducting MIL-STD 1553B bus testing to ensure compatibility; 5. Payload Operations and Integration– including all payloads for all partners for all ISS Elements; 6. Payload Facility Sustaining Engineering and Logistics Support– including providing hardware sustaining engineering and logistics spares, repairs, and maintenance.    

NASA/JSC intends to extend the current contract with Boeing Space and Communications Group, ending September 30, 2005, under authority of FAR Part 6.     NASA/JSC is seeking capabilities from small, small disadvantaged, women-owned, HUBZone, vet-owned, service disabled vet-owned, and HBCU/MI small businesses for the purposes of determining the appropriate level of small business subcontracting goals for this requirement.    

Any organization interested in participating in this activity should email Carol Devany/CS at carol.devany-1@nasa.gov with the following information: 1) Company name, 2) Type of small business (small, small disadvantaged, women-owned, HUBZone, vet-owned, service disabled vet-owned, or HBCU/MI) 3) Point of contact 4) Statement of capability 5) One reference (name, phone number, relationship)     No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.    

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.    

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.    

All responsible sources may submit a proposal which shall be considered by the government.      

The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Carol Devany no later than April 20, 2004.
