SUBJECT: Reduction of Headquarters Ceilings

NASA Headquarters (HQ) was notified in November 2007 of significant Full Time Equivalent (FTE) reductions for Fiscal Years (FY) 2008 through 2013. The FTE provided to HQ is the basis for establishing and managing HQ personnel ceilings. Headquarters Policy Directive 3330.1, Human Capital: Workforce Planning and Ceiling Control Management, dated November 26, 2006, sets forth the policy for assigning and managing total organizational ceilings (TOC) for each organization and HQ as an institution.

Last fiscal year HQ ceilings were adjusted and a continuous effort is underway for planned reductions through FY 2013. However, the latest FTE reductions will require HQ to achieve these adjustments sooner than originally anticipated. As a result, the HQ ceiling allocation must be reduced as follows:

FY 2008:             -34 
FY 2011:              -5 
FY 2012:             -20 
Total TOC Reduction: -59

Since the reductions are effective this fiscal year, revised HQ organizational ceilings must be determined as soon as possible. Once these decisions are finalized, organizations will be expected to manage the effort to achieve their new ceilings.

To accomplish the necessary reductions, a panel comprised of the NASA Chief of Staff, the Associate Deputy Administrator and the Assistant Associate Administrator has been established to assess each organization and allocate the necessary adjustments. This situation and the process for managing the reductions were discussed in the quarterly Human Resources Advisory Group meeting held on Thursday, January 24,2008.
