In an ongoing effort to provide you with updates as we receive them, here is the latest information on the payroll processing issue which resulted in some employees not receiving their payroll deposits on Friday, September 13, 2013.

On Thursday, September 12, 2013, NASA was informed by the Department of Interior’s (DOI) Interior Business Center (IBC) that an error occurred which resulted in the duplicate processing of payroll for pay period ending September 7, 2013. The next day, the Agency was then notified by DOI that the error resulted in nearly 40,000 employees of 22 federal agencies not receiving their payroll deposit on Friday, September 13, 2013. DOI informed 1,800 financial institutions and requested they work with their customers to address any errors that may have occurred as a result of the payroll processing delay. Although the federal government cannot compensate for overdraft or other fees, the DOI can provide written confirmation that the errors occurred outside of the employee’s control and make requests on behalf of the employee that the financial institutions waive any resulting fees.

DOI recommends the following steps to facilitate the resolution of bank fees:

1. Employees may provide to their Financial Institution a document from the Interior Business Center requesting a waiver of bank fees by visiting the website below or contacting the IBC Customer Support Center at 1-888-367-1622 or,

2. Provide the following information and route the inquiries through the User Group or Payroll Representative to the IBC. This detailed information will expedite discussions for resolution on bank charges due to insufficient funds. Please fax the following information to the IBC Review and Analysis Branch at (303) 969-5462:

NASA HQ has been in contact with the Department of Interior’s Interior Business Center since the matter occurred to resolve the issue and ensures our employees will receive their paychecks by Tuesday, September 17, 2013. We have received confirmation from DOI that the funding has been provided to the banks and will be released by Tuesday. Request for an earlier release of the payroll funds by NASA was denied and the Agency was informed payroll deposits would be made no later than Tuesday, September 17th. DOI has assured NASA it will make efforts to avoid similar errors in the future.

We recognize this was a major inconvenience to our employees and appreciate your understanding. The DOI is one of four (4) large organizations that provide payroll to federal agencies. The Interior Business Center, services 150 federal organization comprised of 150,000 employees. NASA has no control over these errors, but has taken action to ensure you receive your payroll deposits by the payroll deadline of September 17, 2013.
