Colleagues:

Goddard has submitted a targeted buyout/early-out plan to Headquarters for review. Buyouts earlier this fiscal year at five NASA Centers did not achieve sufficient voluntary attrition to allow NASA to rebalance its competencies to meet ongoing mission needs, address budget issues, and support the Exploration Vision, consequently Buyout Authority and Early Out Authority were given to all Centers. Goddard is using this opportunity to identify excess competencies and areas where we may be able to help other Centers with uncovered capacity in critical competencies in an effort to better align our workforce and expedite natural attrition. Upon approval from Headquarters, a Centerwide Buyout/Early-Out Announcement will be issued to all employees which includes the targeted positions, ground rules and buyout/early-out process. We do not expect to receive approval from Headquarters until late February/early March and employees eligible for the proposed buyout/early-out must be off the Center’s rolls by April 3, 2005.

We will keep you informed once Goddard’s Buyout/Early-Out plan is approved by Headquarters. Please direct all questions to the Workforce Transformation Hotline in the Office of Human Resources at 301-286-7918 or workforce@listserv.gsfc.nasa.gov.
