Description

NASA Headquarters has a requirement for security support services to ensure all NASA Headquarters badge/card readers are “One NASA” or Smart Card ready.

The requirement includes installing any wiring and replacing any NASA Headquarters’ badge/card readers and/or housings required in order to ensure full operational capability with the ‘One NASA’ card.

The new badge readers operate on a LENEL based badging system that is part of a program being implemented in accordance with the President’s Management Agenda to expand electronic government and to have a one badge system government-wide. NASA Headquarters intends to acquire these services from SecTek, Inc.

NASA awarded a GSA Security Support Services contract to SecTek Inc. earlier this year for security support services, which include such activities as operating and maintaining on-site security forces (guard services), performing locksmith services, performing computer systems administration services, and performing both administrative and technical security support services.

Technical security support services include the installation, maintenance, repair and/or replacement of security related equipment.

Under the referenced contract SecTek is responsible for NASA’s ‘Headquarters Integrated Security System’ (HISS), all associated equipment and any existing warrantees for that equipment.

HISS equipment includes, among other items, everything that comprises the alarm systems, surveillance systems, electronically controlled or monitored locking systems, and the badging system. The required services and associated equipment and supplies are considered open market items, not listed on SecTek’s GSA Schedule.

The Government contends that all hardware and software repairs, replacements or upgrades to the HISS equipment must be made by SecTek in order to maintain the integrity of the Headquarters’ system.

Many components of the HISS equipment are interrelated and/or configured to function together as a single system and there must be continuity of effort and approach in working with the equipment to ensure interoperability, seamless functionality, and proper and methodical servicing and upgrading.

his is critical in order to maintain control of all work related to the HISS equipment and to eliminate any potential interference and hindrance to the operational capabilities of the NASA Headquarters Security Office and its responsibilities. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via e-mail, to the identified point of contact not later than 4:30 p.m. local time on October 19, 2006.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed.
