Description
NASA/HQ is hereby soliciting information about potential sources for expertise and supporting services in the area of workforce planning and analysis, to include development of methods and processes, data analysis, initiative task support and consultative services.
Some specific tasks include, but are not limited to:
1. Performing all tasks and activities necessary for the development of a framework and process for strategic workforce planning outlined in the NASA Strategic Management and Governance Handbook (NPD 1000) and the Policy Requirements Document for Strategic Workforce Planning (NPR 3010.1).
2. Performing all tasks and activities necessary to support implementation for the NPR 3010.1: NASA Policy Requirements for Strategic Workforce Management Process across the Agency.
3. Performing all tasks and activities necessary to support the ongoing development and implementation of the Agency’s Competency Management System (CMS).
4. Assist the NASA Agency efforts to respond to Government requirements for workforce-related reporting, such as the annual Federal Activities Inventory Reform (FAIR) Act.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.
The Government is requesting responses from 8(a) and Small Business type firms only.
Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references.
Vendors can also submit a capability statement of 25 pages or less indicating the ability to perform all aspects of the effort described herein.
Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.
This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
