Description
NASA/HQ plans to issue a Request for Proposal (RFP) for Sponsored Research and Education Support Services during the fourth quarter of the Government’s Fiscal Year. This notice is being issued to notify potential Offerors that a draft RFP has been issued today and the documents are attached to this synopsis.
The contractor will manage, be responsible for, and provide database management support to all organizational components of NASA Headquarters in support of the Agency’s sponsored research and education outreach process. The contractor will support education/outreach initiatives that provide opportunities for participating in NASA’s research programs to minority institutions, such as Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), and Tribal Colleges; support activities ancillary to soliciting research objectives; review and evaluate ongoing enterprise research programs to determine their effectiveness and relevance to NASA’s mission; operate, maintain, and develop enhancements to an end-to-end web-based electronic system that supports the submission, evaluation, and selection of research proposals; and monitor grant progress and track grant funding.
The NAICS Code and Size Standard are 561110 and $7 million, respectively.
This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for any information submitted.
This requirement is accepted for inclusion in the Small Business Administration’s 8(a) Business Development Program. The competition is restricted to eligible Participants under the program and joint ventures entered into by eligible participants that are approved by the Small Business Administration.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
