Description
NASA/HQ intends to increase the maximum order amount of contract NNH07CC90B with Innovative Technologies, Inc. (ITI), pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source. The NASA TV and Web services contract is an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with task orders issued on a Cost Plus Fixed Fee basis. Services ordered under the contract have exceeded estimates and it is anticipated that the amount ordered under the contract will reach the maximum order amount prior to the end of the contract ordering period of May 31, 2012. To avoid a break in service, NASA/HQ is increasing the value of contract NNH07CC90B. This increase will serve as a bridge between the existing contract for NASA TV and Web services and award of the follow-on contract which is anticipated to be awarded 1st Quarter of calendar year 2012. The solicitation for the follow-on will be synopsized in FedBIZOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any synopsis or solicitation.
NASA/HQ TV facility is the “broadcast center” for NASA, with four publically available channels delivered by satellite and streamed at nasa.gov. The contract supports the daily operations, production and engineering services provided for NASA/HQ TV and a variety of design and technical services to support the NASA Home Page www.nasa.gov. A break in service poses an unacceptable risk to the support of mission activities. ITI, as the incumbent, has the in-depth knowledge of the on-site facility, experience and personnel to provide uninterrupted services. Due to substantial duplication of costs involved in procuring and phasing in another contractor, ITI is considered the only contractor that can meet NASA/HQ needs given the short period of performance before the award of NASA TV and Web services follow-on contract.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on May 20, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All responsible sources may submit an offer which shall be considered by the agency. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
