This notice is provided as information only. NASA intends to award this effort on a sole-source basis to its FFRDC/JPL contractor. The period of performance is December 4, 2006 through September 30, 2007. Vendors that are able to meet the Statement of Work Requirements as stated below are invited to submit a statement of capability to the cognizant Contracting Officer.
Statement of Work: The contractor shall provide support services for the management, design, development, and operations of the InsideNASA and NASA portal. These support services will include content creation, content management, infrastructure operations, user support, system engineering, security and integration with other NASA IT components.
The InsideNASA Portal enables cohesive access to information sources through an Agency-wide NASA provided information architecture, Etouch content management system, and navigation schema.
The contractor shall ensure the smooth functioning of the InsideNASA portal, integration and development of new content, and migration of content from the 11 NASA Center sites.
To ensure the ability to distribute content ownership and yet integrate multiple portals, NASA developers and content publishers shall need to be trained by the contractor in the use of the Vignette portal software and Etouch content management system that have been selected and provided by NASA.
The training must also include the distributed publishing model adopted by NASA. The contractor shall also provide support services for the quality control function for the NASA portal.
The NASA portal and InsideNASA deployment are programmatically part of the Office of the NASA Chief Information Officer’s Web Management portfolio.
