Description

NASA/HQ has a requirement for a news clipping service to provide key staff members and agency field centers with a comprehensive review of the day’s major news stories from sources including national and local television, national and local newspapers, news wires, Internet publications, magazines, legal journals, television, radio, and specialty press. This service must include, but not limited to, analysts to find and review articles and broadcasts from all major (and most smaller) daily newspapers, national television, cable news, local television markets, newsweeklies, relevant magazines and journals, internet sites, and specialty press to determine which aspects of each story, if any, are important to the various constituencies within NASA; edit out all redundant/irrelevant information; and interweave important information from all sources and provide to NASA HQ by 7:30 a.m. EST each weekday.

NASA intends to purchase this service from Bulletin News pursuant to FAR 13.106, determined to be reasonably available from only one source, as they are the only known vendor to provide the required comprehensive news clipping service.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP).

The Government intends to acquire a commerical item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Susan Rambo at susan.b.rambo@nasa.gov, no later than 4:30 p.m. eastern standard time on January 13, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are NOT acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
