This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. NASA/NSSC has a requirement for a course entitled “Congressional Operations Seminar”.

The objective of the training is to provide a comprehensive look at congressional operations and organizations and an understanding of how Congress affects NASA’s policies, priorities and daily operation for NASA HQ members and NASA Leadership and Senior Executive Service Candidate Development Program members. The course shall include: How Congress is Organized and How it Gets It’s Work Done Congress and the Political Process Key Stages in the Legislative Process The Budget and Appropriations Processes The Role and Function of Congressional Committees and Committee Staff with special focus on the Subcommittee on Space and Aeronautics, Committee on Science and Technology, U.S. House of Representatives; and the Subcommittee on Space, Aeronautics, and Related Sciences, Committee on Commerce, Science, and Transportation, U.S. Senate The Role and Function of Congressional Personal Staff The Government Accountability Office and NASA OMB’s Role in the Legislative Process A Member’s (or former Member’s) Perspective on NASA’s Issues before Congress What Federal Managers Need to Know in Order to Work More Effectively with Congress.

The vendor shall be responsible for providing all training materials. The vendor shall conduct a 4-day sessions for 43 students. Training shall be held at NASA’s Headquarters 300 E Street, SW; Room 3S59, Washington, DC 20546 on February 7-10, 2011.

The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. The DPAS rating for this procurement is DC-09 Offers for the items(s) described above are due by December 17, 2010 by 4:30 p.m.CST to Amanda McInnis, Amanda.T.McInnis@nasa.gov, or faxed to 228-813-6891 and must include, solicitation number, discount/payment terms, identification of any special commercial terms, and be signed by an authorized company representative. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the training offered meets the Government’s requirement.
