Description

NASA/GSFC has a requirement for a design report on the Tether Design suitable for an Electrodynamic Tether Propulsion Demonstration Mission. The design report shall present an analytical study and investigate different options. The design should be based on using bare or partly isolated tethers, as well as spherical collectors, with deployment of the tether system up or down depending on the mode of the mission: propulsion, deorbiting, and battery charging; calculations of the dedicated tether system mass and tether length for the set of orbital forces that would be required. For each of the case outlined, the report should provide estimated system efficiency, and compare these results.

NASA/GSFC intends to purchase the items from TKT Systems, Inc. pursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one source.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:30PM EST on date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
