Description

NASA/GSFC has a requirement for (1) daily evapotranspiration (ET) maps at 3-km resolution over the Middle East/North Africa (MENA) domain for 2007-Near Present trhough life of project, (2) weekly Evaporative Stress Index (ESI) maps over the MENA domain for 1 to 6-month moving composite windows at 3-km resolution starting 2007 through life of project and (3) evaluation of historic ESI maps in comparison with standard precipitation-based drought metrics available for the region.

NASA/GSFC intends to purchase the items from Jupiter’s Call, LLC because this company has been instrumental in developing the ALEXI/DISALEXI modeling system, a unique solution for providing these data. ALEXI/DISALEXI is currently the only operative ET remote sensing tool designed to generate self-consistent ET/ESI maps at multiple scales-from continental down to field scale. These products have been well validated at all scales, and perform within the expected standards. NASA’s technical point of contact and colleagues at Jupiter’s Call already have the modeling infrastructure in place for generating the required datasets over the MENA region and are positioned to complete the task within the project timeframe. For these reasons, a sole source contract with Jupiter’s Call LLC is in the best interest of the Government

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2012 Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
