Description
NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) on February 19, 2007 for the procurement of two Tracking and Data Relay Satellite (TDRS) Program spacecraft, designated K and L, with separate options for two additional spacecraft, designated M and N in support of the Space Operations Mission Directorate. This procurement follows Contract NAS5-32900 which provided for three TDRS spacecraft, TDRS H, I, & J. Potential offerors are encouraged to comment on all aspects of the draft solicitation, as well as identify any unnecessary or inefficient requirements.
The scope of the resultant contract will encompass all of the efforts required to design, develop, build, verify, ship, launch, deploy, activate, calibrate, and successfully complete on orbit verification and acceptance of all TDRS K Program elements, including all data, procedures, plans, models, and software as defined in the Contract Data Requirements List (CDRL). The contractor shall be responsible for providing necessary efforts required for the pre-launch and launch operations with the expendable launch vehicle provided by the Government. Each satellite will be accepted by NASA following a successful On-Orbit Verification Program.
The work shall include provision for and/or development of hardware and software tools or facilities and ground support equipment required to complete these tasks, including any equipment necessary to complete on-orbit testing which is not available at the White Sands Complex (WSC). The contractor shall provide the mission control center used for the transfer orbit mission and the network required for support of this activity.
The contractor shall also design, assemble, test, install and verify the modifications to the WSC necessary to make the ground terminals fully compatible with the TDRS K Program spacecraft design. The implementation of that design shall include the modifications necessary to implement the required TDRS K program Communications Security (COMSEC) system. The contractor will also be responsible for designing, implementing, documenting, and verifying changes to the WSC to assure the required TDRS K program compatibility, TDRS F1-F10 backward compatibility, operability, and performance of the system with their spacecraft and ground system modifications. The contractor will be required to perform sustaining engineering activities.
This full and open competitive procurement is anticipated to result in a Fixed Price Incentive (FPI) (firm target) contract with provisions for special tasks via an Indefinite Delivery, Indefinite Quantity (IDIQ) mechanism. The procurement includes a basic requirement for TDRS K and TDRS L, with required launch dates not later than December 2012 and September 2013, respectively. Actual launch dates are To Be Proposed, with incentives for the ability to launch TDRS K and deliver ground modifications in advance of dates identified in the contract. In addition, two options are included for TDRS M and TDRS N; and if exercised, the required launch dates are no later than December 2015 and December 2016, respectively. The basic requirement includes modification of a subset of the White Sands Complex Space-to-Ground Link Terminals. The IDIQ portion covers special studies and analysis that may be required for the spacecraft, payload, ground system, launch vehicle integration, and Space Network integration/user support. All responsible sources may submit an offer which shall be considered by the agency.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed – See NASA Specific Note “B”. The NAIC code and Size Standard are 336414 and 1,000 employees, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of the DRAFT RFP is on or about February 19, 2007. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the Government does not intend to award a contract on the basis of the Draft RFP or to otherwise pay for the information solicited.
The anticipated release date of the final RFP is on or about March 23, 2007, with proposals due approximately 30 days after the solicitation release date. The synopsis shall serve as the presolicitation notice for the draft as well as the final RFP. No additional synopsis will be posted for the final RFP. The solicitation, amendments and the majority of the attachments will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. In addition, a draft of Appendix A (SECRET) to the Spacecraft Technical Requirements Specification is available for review and comment. Potential offerors (with facility clearances) may request a copy of the appendix. Requests are to be sent to the Contracting Officer and contain the following information: identify the person designated to receive the package; complete mailing address of company’s security office to receive classified correspondence; and the facility’s CAGE Code. Companies are responsible for verifying that the identified recipient has the necessary clearances. The GSFC Security Office will not mail Appendix A until this information is received and verified. Written information (i.e. comments) classified at the SECRET Level must be properly transmitted to the GSFC Security Office.
