Description

NASA/MSFC has a requirement for research, design, development, testing, and system maintenance for Air Revitalization Systems (ARS). ARS is under development by the Life Support System Team and includes the Sorbent Based Atmosphere Revitalization (SBAR) system, Carbon Dioxide Reduction (CDRe) systems, and International Space Station (ISS) sustaining engineering tasks.

NASA/MSFC intends to purchase the items from ECLS Technologies, LLC.

ECLS Technologies has demonstrated unique capabilities and expertise of the systems, technologies, and test facilities required to perform the services requested. This is a follow-on effort and is a continuation of the research, design, development, testing, and system maintenance of Atmosphere Revitalization Systems performed by ECLS Technologies, LLC, and it is anticipated that an award to any other source would result in substantial duplication of costs and unacceptable delays in fulfilling the requirements.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their qualifications and capabilities to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 23, 2010. Such qualifications/capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed. See NASA Specific Note “B”.
