Description
NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) on November 28, 2007 for the procurement of Space Communication Network Services. Potential Offerors are encouraged to comment on all aspects of the draft solicitation.
The scope of the resultant contract will provide support to NASA’s Space and Ground Networks which includes providing technical and management services in support of tracking and data-acquisition operations. The resultant contract will provide support to multiple NASA centers as well as other Government agencies, public and private, domestic and foreign.
This full and open competitive procurement is anticipated to result in a hybrid cost-plus-award-fee contract with a core requirement and an indefinite delivery indefinite quantity (IDIQ) requirement. All responsible sources may submit an offer which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed – See NASA Specific Note “B”. The NAIC code and Size Standard are 517919 and $23M, respectively. The anticipated release date of the DRFP is November 28, 2007. Interested parties shall submit comments regarding the DRFP by no later than 5:00 PM (EST) December 14, 2007. Comments on the DRFP are not mandatory. The use of industry comments to structure the Final RFP is at the discretion of the Government. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), the Government does not intend to award a contract on the basis of the DRFP or to otherwise pay for the information solicited. The anticipated release date of the Final RFP is early January 2008, with proposals due approximately 30 days after the solicitation release date. This synopsis shall serve as the pre-solicitation notice for the DRFP as well as the Final RFP. The solicitation, amendments and attachments will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
