Description

NASA/GSFC has a requirement for logistical services necessary for obtaining, processing, and analyzing ice cores from three glaciers in Svalbard, Norway for the purposes of Mars analog research during the summer of 2009 for the Signatures of Life in Ice (SLIce) project.

Specific services required include:

1. Ny Alesund expedition support for 2 persons (includes lab space and access to facilities) 2. R/V Lance expedition support for 2 persons for 14 days (includes lab space and access to facilities)

a. Safety equipment and training required by Norwegian law in Svalbard for glacier travel by foot b. Logistical and personnel support compatible with other ongoing Arctic Mars Analog Svalbard Expedition (AMASE) operations (i.e., support personnel must be participants of AMASE in order to support glacier work).

3. Arrangement and position of helicopter transport of ice, equipment, and field team from a glacier near Ny Alesund and Friedrichsbreegn glacier in Bockfjord at or about August 10-13, 2009. 4. Arrangements and costs for shipping SLIce gear in storage in Longyearbyen to the remote research station, Kings Bay, in Ny Alesund. 5. Access to the same coring equipment (Mark V corer) used in previous AMASE expeditions. 6. Guidance in sample collection permitted by the Norwegian laws 7. Permits for accessing environmentally protected regions of Svalbard 8. Guidance in sample collection based on regional glacier geology and history 9. Emergency contacts and assistance during glacier travel

NASA/GSFC intends to purchase the items from Earth and Planetary Exploration Services – EPX A/S. Other Norwegian companies identified while in Svalbard only provide logistical support for glacial travel & recreation and can not provide logistical support based from the R/V Lance, which is solely contracted to EPX for AMASE participants.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday – July 17, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
