Description

NASA/GSFC has a requirement for the use of the Louisiana Universities Marine Consortium Research Vessel Pelican, an oceanographic research ship, for fourteen (14) consecutive days plus loading and unloading time from September 9 – September 22, 2013 to conduct scientific measurement and sampling operations in the Gulf of Mexico along the Louisiana and northeastern Texas coast approximately between the Mississippi River Delta and Galveston, TX in support of the NASA GEO-CAPE (geostationary coastal and air pollution events) mission pre-formulation field campaign.

The ship must be designated as an “Oceanographic Research Vessel” by the U.S. Coast Guard and maintained as an American Bureau of Shipping Load Line vessel. The ship must have wet and dry laboratory space to accommodate planned sampling and measurement operations. The wet lab space must accommodate filtration equipment for up to 10 scientists (>270 sq ft.) Dry lab space must accommodate computer equipment for up to 8 scientists (>120 sq ft.) The ship must supply adequate power to support all scientific and ship operations.

NASA/GSFC intends to purchase the items from Louisiana Universities Marine Consortium (LUMCON)pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on 03/28/2013. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an statement which shall be considered by the agency.
