Description

NASA/GSFC has a requirement for continued Phase B Studies for the Sample Analysis at Mars (SAM) instrument suite concepts studies. NASA/GSFC intends to purchase the service(s) from AMU Engineering in accordance with the requirements of FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. AMU Engineering has been providing mechanical engineering design support for the SAM project. AMU Engineering has done a considerable amount of work involving conceptual designs for all five major elements of the SAM suite as well as completing initial design layouts for these elements into the SAM mechanical structure that was included in the SAM proposal submitted to NASA Headquarters. AMU Engineering will provide support in refining the suite layout to conform with the mandated volume requirements and will look into various heating and insulating schemes for the SAM valve manifolds.     Government does not intend to acquire a commercial item using FAR Part 12.       Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on October 18, 2005.     Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.     A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
