Description

NASA/GSFC plans to issue a Request for Proposal (RFP) for the NASA Earth Science Decadel Survey Missions Study. The objective of the four month study is to develop a design concept for a common spacecraft to accommodate the TIER I decadel missions (with the exception of Soil Moisture Active and Passive mission & the Deformation, Ecosystem Structure and Dynamics of Ice Mission Radar Platform). The design concept shall accommodate the launch loads for the following launch configurations: Taurus II standard, Taurus II 3rd state option, Delta IVM, Falcon 9, ATLAS V 401 and top spacecraft on a dual manifest ATLAS V 401 DSS with 0 plugs.

NASA contemplates evaluating and selecting multiple offers (approximately 6) based on the proposals as submitted and providing each of the study participants a not to exceed cost of $500K for a four month study. This study activity is intended to determine cost savings of a common spacecraft buy for the TIER I missions. NASA will provide mission parameters including the current best estimate of the payload requirements with the issuance of the RFP.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

The NAICS Code and Size Standard are 541330, and $4.5 Million, respectively.

All responsible sources may submit an offer which shall be considered by the agency.

The anticipated release date of the RFP is on or about 25 September 2009 with an anticipated offer due date of on or about 26 October 2009. The actual due date for receipt of offers will be stated in the prospective RFP.

An ombudsman has been appointed — See NASA Specific Note “B”.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
