Description

NASA/GSFC plans to award a 2-year membership to the Abilene Network. The authority is only one resonable source 10 U.S.C. 2304(C)(1).

This procurment will be conducted under the Simplified Acquisition Procedures (SAP).

The Abilene network, a project of the University Corporation for Advanced Internet Development promotes research, and instruction in the United States institutions of higher education by facilitating and enabling the development of advanced network applications, content, and services that enable routine collaboration on EOS related research projects and services among participants. Abilene provides high-speed data networking among higher education institutions and NASA, and other research and educational organizations and networks whose connectivity benefits higher education.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 9/27/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
