Description

NASA/GSFC has a requirement for participation in the MAX Network and bandwidth for connection to the MAX. NASA requires a high performance network connection that will allow access to the Abilene network for Internet2 connectivity operated by the University Corporation for Advanced Internet Development (UCAID). NASA’s Goddard Space Flight Center (GSFC) located in Greenbelt, Maryland is using the MAX and the Internet2 Abilene network to distribute earth science data from the satellite Earth Observing System (EOS) to scientific researchers at universities as well as for the transmission of science data from other NASA projects to researchers at universities. The MAX also provides a network path to/from the National Oceanic & Atmospheric Administration (NOAA), which is also a MAX participant, for the transmission of science data. NASA/GSFC intends to award a fixed price contract with one base year and four one year options for a total five year contract from the Mid-Atlantic Crossroads (MAC). Currently MAX is the only regional network peering point that can provide GSFC access to the Abilene network and all the regional universities that conduct network research and advanced application development. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
