Description

NASA Goddard Space Flight Center (GSFC), in coordination with the US Geological Survey (USGS), anticipates the issuance of a solicitation for a competitive small business set-aside for the procurement of the LDCM Mission Operations Element (MOE), in support of the Landsat Data Continuity Mission (LDCM) Project. It is also anticipated that a Draft Request for Proposals (DRFP) will be posted on or about December 3, 2007, with comments due not later than nine calendar days after release.

The functions of the MOE are mission planning and scheduling (not to include long-term and daily image collection planning and prioritization); telemetry, command and control; mission health and status monitoring and analysis; on-board memory management; and flight dynamics capabilities. The proposed contract would be for the design, development, integration, testing, delivery, and installation of the MOE, support for ground system and mission-level integration and test, support of operations readiness activities, engineering support during the launch and early-orbit period, and a period of sustaining engineering.

The MOE must meet the requirements of all of the MOE technical documents such as the MOE Requirements Document. It is anticipated that the majority of the contract shall be performed at the selected contractor’s facility.

The first 42 months of the resultant contract will be Cost Plus Award Fee (CPAF) for the MOE development, and the following 60 months of the basic contract period will be Cost Plus Fixed Fee (CPFF) for post-launch sustaining engineering. It is anticipated that the basic contract period of performance will be approximately 8.5 years with five, 1-year CPFF options for sustaining engineering following the basic contract.

NASA/GSFC will host an informational meeting for prospective offerors on December 11, 2007 at the Marriott-Greenbelt, 6400 Ivy Lane, in Greenbelt, MD (see the LDCM web site for details, http://ldcm.gsfc.nasa.gov/ ). Due to the fact that International Traffic in Arms Regulations (ITAR)-sensitive information will be presented at this meeting, attendance is limited to U.S. Persons. Time will be set aside for NASA/GSFC discussions with the prime contractors and their subcontractors. There will not be separate discussions with subcontractors. Appointments for discussions will be up to 45 minutes in duration and must be scheduled in advance with the LDCM MOE Contracting Officer (see point of contact below).

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1.

The NAICS Code and Size Standard are 541512 and $23M, respectively.
