Description

NASA/GSFC has a requirement for 192 images acquired by the SPOT-4 satellite. The SPOT-4 orbit provides very frequent coverage of particular test sites. NASA requires very frequent coverage in order to assess within season changes in agricultural fields, and to develop algorithms to support improved agricultural monitoring.

NASA/GSFC intends to purchase the items from ASTRIUM SERVICES, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. The SPOT-4 satellite is operated by EADS Astrium. Currently no moderate resolution (10-30m) satellite imaging system acquires data as frequently as the SPOT-4 system. Only SPOT-4 satisfies requirements for both resolution and frequency of coverage.

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 06, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
