Description

NASA Goddard Space Flight Center (GSFC) is hereby soliciting information about potential sources for services to support research and development efforts for the Laboratory for Atmospheres Science (LAS) in the Earth Science Division. The Laboratory for Atmospheres advances understanding of the atmospheres of Earth and other planets. Laboratory scientists conduct research in atmospheric science from the vantage point of space observations and related computer modeling. They also play an active role in developing and calibrating new instruments for space missions and field observing campaigns. The services required are support services which range from instrument development to administrative support. The services will primarily support Code 613 but is also utilized by other codes in the Earth Science Division.

Support services for this effort includes but are not limited to 1) instrument development and operation which includes the development, calibration, testing, operation and maintenance of two general class of instruments, 2) analysis of instrumental measurements which is to provide analysis and archiving of measurements taken from instruments onboard orbital spacecraft; 3) analysis of spaceborne atmospheric sounding and wind observations, 4) Land Surface modeling and data assimilation; 5) Computer modeling and analysis which is the update of computer codes for models and data analysis; 6) weather and climate research and studies; 7) validations of land data assimilations, and 8) maintenance of a library of atmospheric and solar data computer records. No solicitation exists; therefore, offerors are asked not to request a copy of the solicitation. If a solicitation is released, it will be synopsized in the FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

Interested offerors/vendors having the required capabilities to meet the above requirements should submit a capability statement of 10 pages or less indicating their ability to perform all aspects of the effort described herein.

Responses to this RFI shall include the following: Name and address of the firm, size of business, average annual revenue for the past 5 years and number of employees; ownership; whether they are a small, small disadvantaged, 8(a), Hub Zone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime contractor); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact-address and phone number.)

Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.

This RFI is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. It is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for this requirement.
