Description

NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) in August 2007 for the procurement of the R series of spacecraft for Geostationary Operational Environmental Satellites (GOES). Potential offerors are encouraged to comment on all aspects of the draft solicitation, as well as identify any unnecessary or inefficient requirements. The scope of the resultant contract will encompass all of the efforts required to design, develop, build, integrate, test, ship, support pre-launch/launch/post-launch activities, and successfully complete on orbit verification and acceptance of all GOES R program elements, including all data, procedures, plans, models, and software as defined in the Contract Data Requirements List (CDRL). This full and open competitive procurement is anticipated to result in a Cost-Plus-Award Fee (CPAF) contract. All responsible sources may submit an offer which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed – See NASA Specific Note “B”. The NAIC code and Size Standard are 336414 and 1,000 employees, respectively.

The anticipated release date of the DRAFT RFP is August 2007. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), the Government does not intend to award a contract on the basis of the Draft RFP or to otherwise pay for the information solicited. The anticipated release date of the final RFP is October 2007, with proposals due approximately 30 days after the solicitation release date. This synopsis shall serve as the presolicitation notice for the final RFP as well as the Draft RFP. The solicitation, amendments and attachments that are not subject to International Traffic in Arms (ITAR) will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. PLEASE NOTE: Most of the technical requirements documents for the GOES R series of spacecraft include International Traffic in Arms Regulations (ITAR) restricted data. These documents will not be posted on the public website. Respondents who wish to receive these documents must send a letter to the Contracting Officer certifying that the company is 100% U.S. owned; and that the company is aware of and understands its obligations under ITAR and that they will protect ITAR information. The company shall provide one point of contact to whom the documents can be sent. The company shall also certify that this individual is a U.S. citizen or U.S. permanent resident and shall provide the appropriate evidence to confirm that status (e.g., copy of birth certificate). The company must also certify in their letter that individuals to whom the materials will be distributed will also be U.S. citizens or U.S. permanent residents, and must include a list of such individuals.
