Description

NASA/GSFC has a requirement for a Cultural and Current State Assessment of the Center. NASA/GSFC intends to purchase consultation and support services from Frontier Associates Inc., in accordance with 10 U.S.C. 2304 (c) (1)- Only One Responsible Source.

Over the next several months the Center will undertake a systematic future planning process. The foundation of this effort will be a cultural and current state assessment of the Center. Upon completion of this assessment, the Center leadership team will conduct a series of planning processes and establish the strategies for implementation. The cultural and current state assessment and subsequent planning processes will be designed, implemented and managed with consultation, support, and a proven track record in facilitation of the process from Frontier Associates.

Frontier Associates brings unique experience and expertise gained through extensive work with NASA’s Jet Propulsion Laboratory (JPL). The work and process executed at JPL and their resulting experience is directly applicable to the work planned for GSFC. As a result of the JPL work, Frontier Associates brings extensive experience and knowledge gained regarding organizational performance, culture, and the unique strengths and challenges of a NASA Center that can be directly appliedto the GSFC cultural and current state assessment andplanning process.Frontier Associates can uniquely provide GSFC not only the methodology used and knowledge gained via conducting a proven process in another NASA organization, but will also provide GSFC the unique insights and experience working with a science-driven, research and mission/instrument development institution.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. local time on March 8, 2007, such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely with the discretion of the government.
