Description

NASA/Goddard Space Flight Center (GSFC) at Greenbelt, MD, is issuing a draft Request for Proposal for questions/comments. The project is for the Construction of the Exploration Sciences Building consisting of approximately 262,500 gross square feet. The building is a four story office and three story laboratory building and consists of both office and laboratory spaces including electronic, chemistry, and computer labs. Building shall be concrete framed with brick, glass, and metal siding. Building includes all major electrical, mechanical, plumbing, and fire protection systems. The contractor shall clear and grub the project site, provide site utilities for the Space Science Neighborhood including chilled water, steam, domestic water, sanitary sewer, electric, communications, and site/storm drainage. The work includes the construction of parking and associated site work. The building is designed as U.S. Green Building Council (USGBC) LEED Silver. The project includes the following options: provide Demountable Partitions at Lab Module lines; provide GWB Partitions at Lab Module lines; and provide Computer Room Air Conditioning Units.

The estimated magnitude for this requirement is over $1,000,000. The resultant contract will be a Firm-fixed price contract. The period of performance is 760 days from issuance of the Notice to Proceed.

The firm date for receipt of bids or proposals will be stated in the RFP.

The NAICS Code and Size Standard are 236220 and $23 million, respectively.

This procurement is full and open competition.

The Contractor will be required to perform on the site, and with its own organization, work equivalent to at least 15% of the total amount of work to be performed under the contract.

All responsible sources may submit a proposal which shall be considered by the agency.

An ombudsman has been appointed — See NASA Specific Note “B”.

The solicitation and any documents (excluding specifications and drawings) related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
