Description

NASA Headquarters (HQ), Office of Safety and Mission Assurance Education, plans to participate in the “Aerospace Corporation Seventh National Space Systems Engineering and Risk Management Symposium” (SSERM 2008) hosted by Aerospace Corporation. This event will gather leaders and practitioners from defense, government, industry and academia allowing them to share knowledge and information about best practices, lessons learned, new acquisition policies, industry initiatives, new and alternative methods and tools to mitigate the risks inherent in space system development and operation.

The Aerospace Corporation provides independent technical and scientific research, development, and advisory services to national-security programs and civil space programs. The Aerospace Corporation has unique technical expertise in the aerospace field, which is necessary to support the conduct of SSERMS. The Aerospace Corporation has more than 40 years of experience with space systems for projects with the military, with civil agencies such as NASA and NOAA, the National Oceanic and Atmospheric Administration, with universities, with commercial companies, and with international organizations.

NASA HQs intends to issue a Sole Source Procurement to the Aerospace Corporation to purchase a membership on the Advisory Board, participation in the Technical Committee activities to review /referee papers for inclusion in the symposium and three complimentary registrations This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The authority is FAR 6.302-1(a) (2) “only one responsible source”. The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 11:00 a.m. (EST.) on November 2, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
