Description

NASA/GSFC intends to issue an increase-in-scope to contract NAS5-30384 with ITT Space Systems Corporation for the acquisition of an Advanced Very High Resolution Radiometer (AVHRR) integrated system. The AVHRR integrated system consists of one six channel imaging AVHRR instrument and one optional interface unit to the NPOESS C1 spacecraft. The AVHRR shall be integrated to, tested, and launched on the NPOESS C1 mission. The AVHRR will continue the meteorological imaging of the polar orbiting environmental satellites. The primary purpose of the AVHRR instrument is to monitor clouds, severe weather, and the thermal emission/cooling. The AVHRR instrument also provides biomass estimation (vegetation Index), flood and fire tracking, volcano plume tracking, land and ocean surface temperature, sea state, ice extent over the poles, glacier loss, lowcloud vs. snow discrimination, ecology, pollution, aerosol estimates, and climate change.

NASA/GSFC intends to purchase the items from ITT Space Systems Corporation in Fort Wayne, Indiana. ITT has previously designed and developed other AVHRR systems for the NASA GSFC POES Project under NASA GSFC contract NAS5-30384. ITT has developed and employed specialized techniques for the building and testing of the AVHRR including the manufacturing of ground support equipment and test facilities. ITT possesses performance test facilities and ground calibration facillities that are required for AVHRR development. These facilities include thermal vacuum chambers, calibration targets, test systems, and specialized assembly tools and techniques for AVHRR development that currently exist at ITT. ITT has unique experience with the mission integration and testing of the AVHRR on both the POES and METOP spacecraft and supporting spacecraft level integration and testing. Because ITT has an existing AVHRR design adequate to meet NPOESS C1 mission requirements and the experienced staff to build, integrate and test the AVHRR system, it is the only contractor that can integrate the AVHRR system and meet the NPOESS C1 mission schedule.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 21, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
