Description

This Partnership Opportunity Document (POD) is in association with the NASA Research Announcement (NRA) for the Earth Science Technology Office (ESTO) In-Space Validation of Earth Science Technologies (InVEST) program competition released as Appendix A.48 of the Research Opportunities in Space and Earth Science (ROSES) Omnibus solicitation on February 14, 2012 and amended on September 13, 2012.

NASA’s GSFC is considering multiple missions on CubeSat platforms to conduct In-Space Validation of Earth Science technology. This POD is being issued to select a teaming partner to help prepare the GSFC’s InVEST candidate mission concept for proposal development and submittal. As noted in the NRA, proposers are responsible for providing their own access to space within two years of the start of an investigation that begins nominally on May 1, 2013. GSFC is seeking partners who can provide timely access to space, and possibly spacecraft, spacecraft subsystems, mission operations, and data transmission.

GSFC teams will be submitting InVEST proposals in November 2012. The following schedule is estimated based on the InVEST NRA:

Proposal due November 27, 2012

Award Date May 1, 2013 (Target)

Launch Readiness Date May 1, 2015 (Target)

Expected End of May 1, 2016 Validation period

Responses to this POD shall:

1) Be in a presentation format (viewgraphs) that shall not exceed 15 pages. The font size for the text shall be no smaller than 12 point; 2) Be specific about the capabilities offered; and 3) Address all requirements noted in sections 3 and 4 of the attached document.

Responses will be treated as proprietary information and controlled as such.

Specific instructions for submitting responses is provided in the attached document. There will be no exchange of funds between the teaming partners for the proposal cycle. Partner selections will be made by NASA GSFC based on the listed criteria in the attached document.

Potential respondents are asked to contact GSFC as soon as possible after release of this document with a response including capabilities in the areas sought.

The respondents shall deliver the requested information in a presentation format. Final presentation packages must be received by 5:00 pm EDT, on Oct. 25, 2012. Please provide an electronic version of the presentation in PDF format and deliver it via email to:

There are no oral question/answer sessions planned after package submission. The expectation is that the GSFC evaluation team would have all the information needed to make a selection in the presentation slides.

GSFC will not be responsible for any costs incurred by submitters in furnishing this information.
