SUBJECT: Delegation of Authority to Approve Domestic Travel
for Attendance at Conferences, Symposia, or Similar Meetings

REF: (a) Memorandum from l00/Director to Executive
Council dated g/27/01, Subject: Revised Travel Authorization Procedures

(b) Memorandum from AA/Chief of Staff and White House Liaison to
Directors, NASA Centers dated 9/21/01, Subject: Travel

Consistent with the guidance provided in the referenced memoranda, I hereby delegate
authority to the Chief Counsel to authorize all domestic travel to conferences, symposia,
or similar gatherings.

Authorization may be granted only where supported by a justification specifically stating
why the travel is considered critical (necessary): what is the importance of the event and
what is the specific impact to that interest if the traveller does not attend, i e, what
specifically will not be accomplished? General statements and statements about prior
commitments are not acceptable and should not be included.

Travel authorization may be denied if an acceptable travel package is not received at
least 7 days prior to the scheduled travel.
