Description

NASA/GRC has a requirement for a four (4) day Workshop entitled “Organization and Systems Development”. NASA/GRC intends to purchase this workshop from Gestalt Institute of Cleveland, Cleveland, OH. This workshop is the only one found that will give GRC management the facilitation, coaching, mentoring, teambuilding, intervention and change management skills for re-shaping the workforce to successfully meet its new mission requirements. The Government intends to acquire a commercial item using FAR Part 12. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 30, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Statement of Work

The Contractor shall teach the workshop entitled “Organization and Systems Development”. This workshop shall be taught on-site at the NASA Glenn Research Center, Cleveland, OH 44135. The Contractor shall teach the workshop in such a way that the overall concept of the workshop shall focus on working with levels of systems in an organizational context. Specifically, the workshop shall consist of short bursts of theory-building, integrative discussions, and significant skill-building experiences. Theoretical and key content will consist of the role of the intervener; creating impact through presence; creating impact through awareness; understanding and using the Cycle of Experience; understanding and creating a Unit of Work; and understanding and using the power of the present.

Participants shall be given instruction on how to understand the difference and how to:

  • Work with Individuals,
  • Work with Two-Person Systems,
  • Work with Groups, and
  • Work with Organizational Systems.

Other objectives shall be:

  • Increase individual impact at all levels of the systems
  • Increase effectiveness within an organization
  • Expand intervention skills
  • Increase personal awareness of the dynamics between self and others
  • Increase awareness and knowledge, leading to an enhanced skill base
  • Use theory, concepts, and methods to assist in intervention design and implementation

Contractor’s goal shall be for participants enhance their awareness of organizational dynamics, gain knowledge of types of change, and develop interventions that assist them in creating a holistic picture of organizational change possibilities.

The Contractor shall provide all training materials. Evaluation forms shall be given to the Instructor for completion by the attendees. These Evaluation forms shall then be collected and returned NASA Glenn’s Organization Development & Training Branch within 30 days of completion of the workshop.

The estimated period of performance of this course shall be three working days, to be determined in February, 2006. A total of twelve (12) Civil Servants and Support Service Contractors shall attend the workshop.

The Government shall provide overhead projector, LCD Projector, and Screen.

NASA Glenn Research Center (GRC) has a requirement for the workshop entitled “Organization and Systems Development Workshop”. It is GRC’s intent to sole source this procurement to Gestalt Institute of Cleveland, Inc. (GIC). GIC’s OSD Center offers a series of awareness and skill-building workshops that help participants increase their effectiveness in interactions and interventions within Organizations. GIC is renowned for their development of individuals in providing OD services. Through the efforts of market research it was found that Gestalt is the only local organization that can provide specifically these types of services.

Today, GIC is the world’s largest institute, and one of the finest, for the study, development, and application of Gestalt theory. Its professional and personal development programs draw participants from all over the world. GIC faculty and graduates innovatively apply Gestalt principles to psychotherapy as well as to business, health care, educational, governmental, community, and religious organizations.

GRC finds that it would be in the best advantage of the Government to award this procurement to GIC due to the market research results and is the only vendor able to provide this workshop.
