Description

NASA/GRC has a requirement for implementation of the Summer of Innovation (SoI) Pilot Program, a NASA initiative as part of the “Educate to Innovate” campaign which will engage thousands of middle school teachers and students by providing intensive, stimulating mathematics and science-based experiences during the summer of 2010. The SoI will be implemented using a multifaceted approach that will allow NASA to assess the viability, scalability and success of different approaches. NASA has identified a need to procure additional/complementary activities in order to meet the projects’ goals and objectives, specifically in regard to the number of participants who can be longitudinally tracked, and to provide a broader involvement by entities that have a proven track record of delivering long-duration, intensive, hands-on summer learning programs to middle school students who are underrepresented, underserved and underperforming in STEM subjects.

NASA/GRC intends to purchase the services from Paragon Tec, Inc. under the authority of FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Paragon Tec, Inc. represents the only responsible source because it possesses a unique understanding of NASA’s education goals, objectives and outcomes and is the only source with the magnitude of experience required to complete the multifaceted effort within the required period of performance.

The requirement will be awarded via task order under the existing SEMAA contract No. NNC07CB33C with Paragon Tec, Inc. The work represents a new work modification.

THIS IS A SOLE SOURCE ANNOUNCEMENT.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Wednesday, June 2, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
