Description
It is the intention of NASA/GRC to become a sponsor along with other parties and join the cooperative efforts to support the Power Systems Engineering Research Center. The purpose of this group will be to maintain a mechanism whereby this environment can be used to perform research on electric power systems problems. This requirement will consist of an annual membership fee.
NASA/GRC intends to purchase this sponsorship from the ARIZONA STATE UNIVERSITY, 660 S Mill Avenue, Ste. 312, Tempe, AZ 85281-3670. This University is the lead representative for this membership comprised of other universities, utilities, industrial firms, Federal and State agencies, laboratories and the National Science Foundation.
The government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 26, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
