Description

The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) is hereby soliciting information about potential sources for an indefinite quantity/indefinite delivery contract for Research Center Training and Organization Development consisting of the following:

CLIN #1: Organization Development Consulting Services DESCRIPTION: NASA maintains a robust internal organization development consulting service. The Contractor shall assist with this service by providing support for the following Organization Development Consulting Services:

* Team development – Facilitate new or existing team growth and development to achieve stated or newly established goals and expectations.

* Interventions and mediation – Facilitate difficult conversations between two or more parties that will result in a mutual understanding of new boundaries and expectations for the parties’ relationship.

* Strategy development – Assist in the identification of visions, missions, goals, and objectives for various levels of the organization. The work shall be done in discrete units with the primary stakeholder being a NASA civil servant.

* Managerial On-boarding – Assist with the transition from employee to supervisor/manager. This could be in the form of management consulting, coaching, mentoring, and other development recommendations.

* Succession Management – Assist the Office of Human Capital with the development and deployment of tools and techniques aimed at the capture, dissemination and utilization of tacit and explicit knowledge in order to positively enhance organizational learning.

* Knowledge Management – Assist the Office of Human Capital Management and NASA leadership with the development and/or administration of succession management efforts aimed at assessing and developing human capital in order to meet NASA’s future workforce needs.

* Organization Analysis and Design – Assist the Office of Human Capital Management and members of the NASA management team to assess current organizational states and develop/design organizational constructs that reflect future goals.

* Change Management – Assist with various stages of change processes or ERP deployments. Provide support to civil servant project leads in developing and executing change management plans/strategies throughout the NASA organization.

* The duration of engagement will vary by project and will be specified in the task order:

– “Short–term engagements” will refer to assignments ranging from one day to one month; the majority of work executed through this contract will be short term engagements.

– “Long-term engagements” will refer to work lasting one month or more; it is anticipated that for long-term engagements that a representative of the contractor will be on-site at a NASA location and a member of the Human Capital staff/team.

– “Short courses” will refer to training courses lasting less than two weeks.

– “Facilitation” or “Workshop” will refer to organization events targeted at a particular unit lasting one to five days.

* The Contractor shall possess or be able to gain access to at least the following certifications/Credentials:

– Emotional and Social Competency Inventory (ESCI) (Hay Group) o Myers Briggs Type Indicator (MBTI)

– Fundamental Interpersonal Relations Orientation (Firo-B) o Dominance, Influence, Steadiness, and Concise (DISC) o Change Management Certification (Project Management Institute-PMI or Prosci) o Project Management (PMI)

– Organization Development and/or Industrial Organizational Psychology

* The Contractor is permitted to partner with internal consultants/experts to gain the above mentioned credentials as long as it is within the limitations of the Federal Acquisition Regulations (FAR). CLIN #2: Professional Coaching Services

DESCRIPTION: NASA supports coaching of its employees and managers. We currently have a robust cadre of internal coaches and access to external coaches through various means. It is the intention of the contract vehicle to expand that robustness by gaining access to additional coaching resources in support of new and existing development programs/initiatives. The Contractor shall be able to provide the following:

* Executive Coaching – Work with executives for discrete periods of time on specific goals and objectives.

* Team Coaching – Work with a team for a discrete period of time to address specific goals and objects.

* Business Coaching – Work with employees for a discrete period of time on developing business acumen and competence to support the broader organizational goals of NASA.

* Developmental Coaching – Work with employees in support of training or development they are pursuing to advance in the organization.

* Transition Coaching – Work with leaders at all levels of the organization upon their transition to a new leadership position in order to reduce the time it takes for the new leader to make a net contribution to the organization and establish a framework for ongoing success.

* Performance Coaching – Work with employees who are experiencing performance or discipline problems so that they may be rehabilitated to be productive members of the NASA community.

– All coaching engagements are to last from 6 hours to 24 hours. Extensions will be granted on an exception only basis.

– All coaches must possess an International Coach Federation (ICF) certification or equivalent. Acceptable equivalency will be determined by the NASA coaching community.

– Coaching relationships will not be indefinite relationships. The goal is to provide support to a client and move on to the next. All coaching engagements that continue excessively will be investigated for alternative action or abuse.

* The Contractor shall have experience working with the following employee types: o Executives o Engineers o Researchers o Academic environment o Business professionals

* The Contractor shall report progress on all engagements to the internal coaching program manager at the NASA Center at which the coaching takes place.

CLIN #3: Leadership Development Training DESCRIPTION: NASA devotes a significant amount of resources to developing leadership and supervisory capability within the workforce. The purpose of this CLIN is to provide Center-level short courses and long-term development programs to develop leaders at various levels within the organization. The Contractor shall be able to provide, but is not limited to, the following:

* Short courses (2-3 days) on the following topics: o Emotional Intelligence

– Strategic communications o Influence Skills

– Supervisory Training (basic leadership skills, motivating employees, delegating appropriately, coaching and counseling skills, performance management basics) o Leading Creativity and Innovation o Leadership Skills for Women

– Team Leadership Skills

* Long-term development programs

– Leadership University (6 month or longer cohort-based program to develop current and future leaders at the Center level)

– Program and Project Leadership

The Contractor shall partner with internal Government training and development faculty and technical Subject Matter Experts (SMEs) where appropriate in the design and delivery of any and all training courses or programs.

NASA/GRC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this potential procurement. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of five (5) pages or less indicating the ability to perform all aspects of the effort described herein.

Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, or any category of small business, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact – address and phone number).

Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
