Description

NASA/GRC has a requirement for (1) each, SCS750 PEM. The SCS750 PEM is the commercial grade version of the SCS750FB/FS and is necessary to verify form and function, to allow for hardware design, and to be a platform for software development for the Lunar rover design which includes the SCS750FB/FS.

NASA/GRC intends to purchase the items from Maxwell Technologies, Inc., per FAR 13.106-1(b)(1), Only one source and no other vendor can provide the commercial-off-the-shelf (COTS) system which is an identical work-alike for the radiation hard SCS750FB/FS computer specified for the Lunar flight rover. The SCS750 PEM is a stand alone system that will be embedded in a Lunar rover prototype for developmental purposes.

This procurement is being conducted under Simplified Acquisition Procedures in Part 13.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 22, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed. See NASA Specific Note “B”.
