Description

NASA/GRC plans to issue a Request for Proposal (RFP) for the following Commercial item/services: Operation of an aircraft in support of microgravity research.  Contractor will be required to manage and operate their own aircraft which performs microgravity flights that meet NASA performance requirements while carrying NASA operated experiments.  The expected areas of operation will be from Ellington Field in Houston, Texas and the NASA John H. Glenn Research Center in Cleveland, Ohio with flights conducted in controlled airspace.  Contractor will be required to conform with FAA and NASA NPD 7900 requirements and will provide the aircraft, all support equipment, fuel, personnel and miscellaneous equipment necessary to conduct all said flights in a safe manner.  An indefinite quantity type contract consisting of a one year base and four one year options is planned.  Upon determining need for this service, it is anticipated that fixed price delivery orders allowing for the economic adjustment for fuel prices will be issued, each order being in the form of one flight week consisting of a maximum number of flight hours.  The RFP will contain specifics concerning the Government’s performance and safety requirements and include detailed instructions concerning accessing NPD 7900 and how to provide an offer. A draft RFP for industry comments will precede the RFP and is anticipated to be issued in mid February.

The NAICS Code and Size Standard are 541990 and $5 million, respectively. The anticipated release date of the draft RFP is on or about February 14, 2007. Industry comments will be due within 2 weeks of its release. The RFP will be subsequently released with an anticipated proposal due date of on or about April 6, 2007.

All responsible sources may submit a proposal which shall be considered by the agency.

An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
