Description
NASA/GRC is hereby soliciting information about potential sources for the operational support for continuity of a Community Relations Plan that lays out the mechanisms for informing and involving the public in activities and decisions related to NASA Plum Brook Station’s Decommissioning Project in Sandusky, Ohio.
The works consists of analyzing, coordinating, and managing high-visibility public relations activities necessary to maintain the credibility of the Government, which is engaged in controversial and complex, technical radiological and environmental remediation activities. This includes planning and facilitation of public meetings that may on occasion include high-tension situations; preparing oral and written communications that explain complex issues in a manner that is understandable by a lay audience; providing public participation planning for nuclear programs in the area of decontamination and decommissioning of nuclear reactors; and, communicating risk assessment and cost-benefit analyses to the general public and to the media.
Please submit a “statement of technical capability” that specifically addresses the company’s media relations/risk communications project experience related specifically to projects that have both environmental and nuclear remediation work. The statement should include the company’s capabilities, type of work performed and for who, when it was performed, dollar value and any other pertinent information that demonstrates the capability to perform the work NASA is contemplating.
Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 6 pages or less indicating the ability to perform all aspects of the effort described herein. Include the name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime).
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
