Description

NASA/GRC is hereby soliciting information about potential sources for the operational support for a NASA knowledge management system currently in use by the agency for the following:

Historical and current document archival News and content (both at NASA and selected material outside the agency) Collection of NASA best practices Video and data collection of subject matter expertise Web enabled workgroups Searchable Database creation Secure on-line meeting capability

Respondents should include description of their expertise in the following areas listed below. Respondents shall include products and previous history and evidence of subject expertise where available. If such experience and expertise is with an agency other than NASA specify which agency and the scope of work as it relates to the requested information:

IT systems/information security

  • Maintenance/infrastructure
  • System security- including vulnerability testing, surveillance
  • Knowledge of current NASA IT policies and procedures
  • Thorough knowledge of management techniques and responsibilities for IT systems (software licensing)
  • NIST compliance

Software Application

  • User and technical support methods and implementation including metric collection and analysis for continuous improvement
  • Compliance to NASA directives regarding controlled or secure information
  • Best practice in architecting web enabled systems
  • Software assurance experience, methodology and implementation
  • Configuration/change control
  • COTS integration into parent software environments (third party contracts and licensing)
  • COTS products for inter-system content gathering/exchange (automated electronic data exchange between disparate systems)
  • Thorough knowledge of current web based technology
  • Knowledge and implementation of database search, trending, visualization and analysis tools
  • Knowledge of NASA enterprise architecture certification process Application Architecture
  • Best practice implementation in knowledge management systems design (i.e. Knowledge retention, knowledge capture, knowledge discovery, knowledge sharing, communities of practice, work groups, team building)
  • Knowledge of NASA current knowledge management systems architecture software design and objectives

Marketing/outreach

  • Experience and best practices in workshops, training methodologies, presentations
  • Experience in enterprise wide software application implementation
  • Web training delivery

Safety and mission assurance subject matter expertise

  • Knowledge and experience in NASA safety and mission assurance requirements, compliance, methodologies and approach including: Probabilistic Risk analysis, mishap investigation, systems safety, quality assurance, quality engineering, compliance verification and auditing, problem reporting and corrective action tracking.

General NASA involvement

  • NASA Agency wide Programs and project current and historical involvement (ie. Corporate reachback)
  • Understanding of NASA’s goals and objectives
  • Engineering and safety and mission assurance corporate knowledge
  • Understanding of NASA program and project management policies/requirements techniques and methodologies

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references.

Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.

The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Suzanne Otero, NASA Glenn Research Center, 21000 Brookpark Rd. (MS OAI), Cleveland, OH 44135 no later than December 14, 2005.
