Description

NASA Glenn Research Center (GRC) intends to use simplified acquisition procedures, negotiate a non-competitive procurement with PineSci Consulting, and award a firm-fixed price purchase order under the authority provided in FAR 6.302-1 — Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to support NASA to develop stochastic theory of charged lunar dust and its behavior as influenced by environmental parameters; develop estimates of dust and equipment charging using theory and develop theoretical models of experimental probes for determination of lunar dust parameters. PineSci Consulting is uniquely qualified to perform this work based on their experience, specialization and direct work in this field that makes them the only viable source for this project. Any other source would have to first develop specific analytical tools that PineSci uniquely has from their prior lunar dust behavior work.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on January 27, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
