Description

NASA/GRC has a requirement for Communication and Community Outreach Support in implementing the Public Involvement Program for the Wind Farm Project at NASA’s Plum Brook Station Facility. Support in these areas is anticipated in light of the Environmental Assessment that is planned on being completed the fall 2009 and the need to communicate with neighbors living along Plum Brook and the larger community results and next steps. Additionally, NASA requires support in coordinating outreach activities with other NASA organizations including Community and Media Relations, Legislative Affairs and the environmental staff at HQ.

NASA/GRC intends to use the services of Focus Group for the Community Relations and Risk Communications Support for the Plum Brook Station Wind Farm Project. Statutory Basis for Other Than Full and Open Competition: 10 U.S.C. 2304(c)(1) only one responsible source and no other services will satisfy agency requirements. That service source is Focus Group.

Focus Group has provided community outreach/risk communications support to the Plum Brook Reactor Facility Decommissioning Project since 1999. Over the past ten years, Focus Group has become very familiar with the community and, in turn, the community with them. It has also enabled them to established contacts essential to their role in the project. They have worked closely with the project manager and the public affairs specialist for Plum Brook Station throughout the years to keep abreast of the progress of the project in order to develop the communications products for the project. These include designing and writing the text for fact sheets, display boards, a newsletter, a Website, and updated scripts for a telephone information line. Because of Focus Group’s familiarity with the Plum Brook Station Facility and the Community from their involvement with the Reactor Decommissioning Project, Focus Group is best poised to do this work.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10th, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
